Civic Pathways Group is a public-private development initiative focused on strengthening communities through intentional investment, infrastructure, and long-term economic planning at a community level.
We collaborate with municipalities, private partners, and community stakeholders to design and implement scalable solutions that increase property values, expand housing opportunities, create jobs, and support generational economic stability in historically underserved communities.
What We Do

Focused Initiative:
Southside Paducah, Kentucky
Civic Pathways Group’s initial effort is focused on the Southside neighborhood of Paducah, Kentucky. This is a historically significant area that has been impacted by long-term underinvestment, population decline, and a diminishing economic infrastructure, limiting the sustainability of local services and economic growth.
Our approach addresses these challenges through a coordinated development strategy centered on the tenets of the Civic Pathways Group model:
- Mixed-Income Housing to increase population density and neighborhood stability
- Institutional Investment in healthcare, education, and workforce development
- Aligned Economic Growth connecting housing, jobs, and essential services
- Infrastructure Coordination to support long-term economic resilience
Phase One: Building an Anchor for Southside Paducah
Civic Pathways Group’s first phase of development centers on 1034 Walter Jetton Boulevard, where plans are underway to establish a new healthcare and educational presence designed to serve as an anchor for continued investment in Southside Paducah.
Through collaboration with Meharry Medical College, this initiative is intended to expand access to care and professional education while bringing new activity, opportunity, and investment into the neighborhood.
Phase One puts the Civic Pathways Group model into action by aligning institutional investment with community development to create opportunities that extend well beyond a single building or project.
About Meharry Medical College
Founded in Nashville in 1876, Meharry Medical College is one of the nation’s oldest and largest historically Black academic health science centers, with a longstanding commitment to educating healthcare professionals and expanding access to care in underserved communities.
Meharry’s connection to Paducah is not new. In 1946, Meharry graduate Dr. Andrew Morton began a dental practice in Paducah, where he would serve the community for nearly five decades. His legacy offers an early example of the lasting impact Meharry-trained professionals can have on the communities they serve.
Today, the opportunity to establish a Meharry presence in Paducah builds upon that history, creating the potential to expand healthcare access, education, professional opportunity, and community investment for generations to come.

The 500 Club brings together a community of founding supporters to help launch the first phase of Civic Pathways Group’s Southside Paducah initiative.
Contributions will directly support development of the site at 1034 Walter Jetton Boulevard, including building improvements, interior buildout, treatment spaces, equipment, and the resources necessary to begin serving the community.
This is an opportunity to help establish an anchor institution capable of expanding access to care, strengthening community infrastructure, and creating lasting opportunities in Southside Paducah.
